Job Title: Programme Manager (Part-time, 3 days a week) Maternity Cover, Development Education Programme
Reports to: Director
Based: Comhlámh Office, 2nd Floor, Ballast House, Dublin 2

The role of the Programme Manager is to manage the Development Education currently consisting of 3 Project Officers (Development Education, Policy and Advocacy, Trade Policy) and a part-time Intern. The post is self-managing, reporting to the Director, and liaising with the Programme Manager Membership & Support Services and Project Manager Volunteering Options and other colleagues. This project is primarily funded by Irish Aid and the post holder will, in conjunction with the Director, maintain and grow our relationship with our funders.
The Programme Manager will have responsibility for the following:
- Developing proposals (activity plans, work plans and budgets) for donors in conjunction with other staff and the Director
- Overseeing and implementing activity and work plans in collaboration with project staff
- Achieving identified goals and objectives as per proposals
- Monitoring and evaluating the Programme as appropriate
- Managing the staff (work plans, objectives, supervision, staff development etc)
- Representing the Development Education and Policy Team in Senior Management Team meetings
- Maintaining/developing relationship with funders and potential funders. Representing the Programme at events and with funders
- Ensuring the Development Education Programme works towards fulfilling the strategic objectives outlined in the Strategic Plan
- Reporting on the Development Education Programme to all relevant parties (Director, Board and donors).
A. PROGRAMME MANAGEMENT

B: DEVELOPMENT EDUCATION AND POLICY AND ADVOCACY
- Facilitating the engagement of Comhlámh members and supporters in building a constituency for change
- Responsible for overseeing the strategic development of the Development Education Programme in collaboration with the SMT and the Director; liaising with organisations and monitoring developments in the sector; sourcing examples of best practice etc
Contributing to the campaign, policy and advocacy direction of Comhlámh
- Supporting the Policy and Advocacy PO in developing and delivering effective campaign work
Supporting the Trade Policy and Campaigns PO in the development and execution of a national and international EU Trade Policy Project being rolled out with EU partners between 2010 and 2012
- Identifying and responding in a timely manner to issues of concern to Comhlámh and supervising the relevant advocacy work
- Developing networking relations with Comhlámh partner organisations, funders and decision makers
- In collaboration with the SMT and the Director broadening Comhlámh’s contacts on an international level with a particular interest in developing contacts in the Global South and developing synergistic relationships
- To represent Comhlámh Development Programme at networking events and appropriate fora
- To respond to issues arising in the sector.
C: OTHER DUTIES
- Member of Comhlámh’s Senior Management Team
- To contribute to the organisational development needs where appropriate
- Liaison with other Comhlámh members of staff
Salary: At Programme Manager level this appointment will be made between €40,000 - €46,000 pro-rata.
